The source of truth is kotoba-lang/kyber docs/orgbrain at a hash-pinned rev. Risk axes are deterministic pure functions without LLM mixing, golden-verified bit-for-bit against kyber's lg/lg_kyber/graphs/org_risk.cljc. Design: ADR-2609142000; the orgbrain-maint bot extends the processes daily.
